Government
The Governor answers only to the Emperor, and due to the distance they do not interact much. He has 100 judges working for him, dividing the city into districts. Some districts have radically different interpretations of the law compared to others, but as they tend to fall along economic lines, there is little pressure to change this.
The marshal force is quite strong, and has almost unfettered authority to enforce the laws as they see fit. Judges almost never question the marshals, let alone rule against them. The inspectors are also quite strong, although they do not do the same work as inspectors in other areas of the Empire. The civil violations they are most interested in tend to be political agitation and heresy.
Industry & Trade
Fishing is the largest industry, followed closely by ship building and repair. The bay the city was built on teems with aquatic life, although not as much as when the city was first built. Recently, they have expanded to harvesting fish from the Spring Run Basin. The fishing is more than enough to feed the city, and be sent through the teleportation circle network to the rest of the Empire.
Most ships used by the Empire, both civilian and naval, are built in new Sulae. This also means that they produce a large number of weapons for the ships, and consequently a lot of the material for catapults, trebuchets, and other siege equipment.
The hills have some mining and quarrying, which provides raw materials for building. East and north of the city are forests that are heavily lumbered. New trees are planted, but the forest is dwindling more quickly each year. The land due north of the city is irrigated from the great canals.
Infrastructure
The docks of New Sulae are some of the largest in the world, with dry dock space and ship building capabilities unmatched in this hemisphere. Ships of all sizes are built here, and provide substantial wealth to the city. Fishing is the largest single industry, supported by the docks.
The canals are another feat of engineering. Water siphoned off from the New Sulae River through the Green hills is directed for agriculture north of the city and water for the city itself.
