Dr. Victor Ignatius Einhorn

Victor Einhorn is the Secretary of the Department of Integrated Services. He is a Ph.D. in alchemy and chemistry, and prefers to be addressed as "Dr." rather than "Secretary."
Victor Einhorn, as Secretary of the Department, wields a great deal of power: he administers the Talented United States, directs magical law enforcement, oversees magical research and development, and even shapes domestic and foreign policy as part of the U.S. President's Cabinet.  He currently has the ear of the Vice President, who in turn has the ear of the President, and therefore wields a great deal of influence over the current administration.  Einhorn and the Vice President have their differences, but share a directness in dealing with problems--a directness that doesn't always yield to ethical, moral, or legal concerns.
Einhorn is especially willing to forego ethical, moral, and legal concerns when dealing with scientific development and the eradication of terrorism.  After the September 11 attacks (which included several attacks by Magio-Supremacists in conjunction with Al-Qaeda), Einhorn has made it his special mission to take the magio-supremacists and Al-Qaeda down.  He has been working closely with the Vice President in this regard, and both men agree that using extraordinary measures is necessary to end the threat to the United States.  Einhorn believes the Talented community has a great deal to offer, including intelligence and military capabilities.  Thus far, he has been unable to deploy the magical resources to his satisfaction because the current administration refuses to believe that magic exists and that the resources that Einhorn is offering cannot possibly be real and / or work.  Einhorn is therefore working behind the scenes, through Embedded Mages and the Talented workers embedded in other government agencies, such as the CIA, to get the job done.

Physical Description

General Physical Condition

Victor Einhorn doesn't look most politicians. He is only average height and slightly built and thin in an ascetic sort of way—the look of a man who is always working and doesn’t really care about food. His face has taut, angular features and a straight, slightly prominent nose, and his once-golden hair is whitening (though he still has all his hair). The combination of austere features, platinum hair, and piercing pale blue eyes make him look severe, even when he smiles, and when he wears a black or gray suit, he looks like an SS commander.

Special abilities

Victor Einhorn can read the memories of physical objects (including bodies).  This is an ANMA, which Einhorn developed when he himself volunteered to take XD-179.

Employment

After earning his Ph.D. in Alchemy and Chemistry, Einhorn went directly to work at the Department of Integrated Services, in the Potion and Pharmaceutical Division.  He eventually became head of that division, then Director of Scientific Research, then Deputy Secretary of Health and Human Services.  Eventually, he was appointed as Secretary of the DIS.

Accomplishments & Achievements

One of Einhorn's greatest accomplishments was the successful refinement of XD-179, which enhances The Talent.

Victor Einhorn is highly intelligent and well educated. Einhorn keeps abreast of all the latest developments in his field.
Einhorn is a very direct man, and a very efficient leader, which can make him extremely easy to work with.  These characteristics have the added perk of keeping meetings short.  On the other hand, he has a very low tolerance for inefficiency, lack of professionalism, and ineptitude.  He does his job, and he gets the job done; he does not have patience with people who do not do the same.

Einhorn tends to look at political, social, and moral problems as intellectual ones, something that can be solved practically and scientifically.  Because of this, he is somewhat Machiavellian in nature: the ends justify the means.  He must protect the Talented community and the United States (the end), and he will use any means at his disposal, including dubious, unethical, cruel, and even evil ones.

Motivation

Victor Einhorn truly wants to make the world a better place.  Before 2001, this meant improving the standard of living, for both Talented and mundane people alike.  For this reason, he developed medicines, vaccines, and potions to cure sickness and disease, to make life more comfortable, and even increase The Talent.  After the 2001 September 11 attacks, Einhorn's vision expanded to eradicating terrorism--by any means necessary.

Hygiene

Victor Einhorn is always clean and clean-shaven.  If he has been working in a chemical or alchemical lab, he routinely showers before returning home (or to another aspect of work).  He does not like to smell.

Einhorn has been happily married for many years to Christine, a glamorous and witty woman who is chief editor of a major Talented publishing house.  They have three adult children (Gene, Susan, and Kimberly), and seven grandchildren.  Einhorn is a devoted family man and loves his children and grandchildren greatly.  He corresponds with his grandchildren at boarding school, and talks to his adult children frequently by telephone.
