Secretary

The Secretary of the Department of Integrated Services oversees the Department of Integrated Services and its personnel. The Secretary is also a member of the United States President's Cabinet.

Qualifications

The Secretary of the Department of Integrated Services must possess the Talent. Typically, the Secretary has served in some sector of the Department for many years, and has usually been an embedded mage in the Department of State. This is not always the case, however; some Secretaries have held posts as embedded wizards in the military, have served in Talented law enforcement, or are physicians or scientists.

Requirements

Secretaries of the Department of Integrated Services, however, must have a working knowledge both of the Talented World and its citizens, the mundane world and its citizens, and of politics. There is no age or service requirement, but most Secretaries tend to be advanced in their careers and older than fifty.

Appointment

The President of the United States technically appoints the Secretary of the Department of Integrated Services. In practice, however, senior members (often the deputy secretaries and national sub-department chiefs) and the outgoing Secretary compile a list of suitable candidates for the President with recommendations. The President generally takes the Department's recommendation.   As with all presidential appointments, the appointment must be confirmed by the Senate, but as most Senators don't have a clue what the Department of Integrated Services does, the confirmation is perfunctory.

Responsibilities

The Secretary of the Department of Integrated Services
  • oversees the Department of Integrated Services
  • oversees the embedding of Talented individuals in other U.S. departments, including the military, law enforcement, and the diplomatic corp
  • makes policy and law recommendations to the U.S. President and Congress regarding issues of the Talented
  • oversees Talented law enforcement agencies
  • coordinates locations and education of Talented children
  • oversees research and development of magical techniques and artifacts

Grounds for Removal/Dismissal

The President may fire, or require the resignation, of a Secretary of the Department of Integrated Services. Secretaries may also resign. In some cases, when a Secretary is failing in his / her duties, the deputy secretaries and sub-department chiefs may call for the Secretary's resignation.
