Brooch of Sieglinde

Wondrous Item (Brooch), Legendary (Requires Attunement by a chosen wielder)
Worn upon the breast of the current ruler of Jokulmar, this brooch of ruby and intricately knotted gold marks the rightful heir to the throne. This doesn't necessarily mean from parent to child. The brooch chooses anyone who bears favourable traits of a just ruler, from any class, and guides them to make the right decisions. This item may only be passed on to a new ruler upon the death of the current monarch. Often years pass before a new monarch is chosen to replace the previous one.
The brooch also allows the wielder to cast the cantrips Guidance and Resistance. It also gives the wielder a +2 to Charisma, to a maximum of 22, and a +3 to AC.
Summon Celestial. Once per day, the wielder of the brooch is able to summon the celestial being that dwells within as if using the Summon Celestial spell at 8th level. The celestial being within will recharge after 24 hours.
Sentience. The brooch is a sentient item of Neutral Good alignment. It has an Intelligence of 20, a Wisdom of 15, and a Charisma of 18. It is able to hear and has darkvision to a distance of 120 feet. The brooch can communicate telepathically with anyone who carries or wears it and can speak, read and understand Common, Elven and Celestial.
Personality. The Brooch of Sieglinde's purpose is as a Destiny Seeker. It is convinced of the important roles of both it and its wielder in future events. Courage, leadership, love, and goodness are a part of its purpose. It encourages these traits within its chosen wielder, and conflict will arise if the new monarch rejects its advice outright without explanation. The brooch has no care for mortal claims and will not accept someone who it doesn't deem worthy. It will actively sabotage anyone who forces destiny to change and will somehow find its way into the hands of someone willing to find a rightful heir, leading to the downfall of the current monarch. Under its confident, guiding veneer hides a secret fear that one day it will choose the wrong person and bring about the destruction of the people it once helped to rule.

A celestial entity dwells within the brooch. It rests within willingly and lends its magic to the wielder. It must recharge after hard use.

Significance

Once worn by the ancient paladin queen, Queen Sieglinde Valkyrie-Born, this piece of jewellery has been passed down from ruler to ruler to denote the rightful person to sit on the throne of Jokulmar. Legend says that Queen Sieglinde had the brooch enchanted with her own ideals as to what makes the best ruler of the land and her people and asked a friendly celestial being to be contained within to aid the choosing of a new monarch after her death. Since then, this celestial being has carried out her wish and chooses new heirs to the throne whenever the current one dies or passes out of favour.
