Hilldale Base
"Outside, the distant peaks of the Barrier Range were only about fifty miles to the south and dominated the horizon. The tall and immovable stone sentries helped guard Ecota from its enemies for more than two hundred years. The Barrier Range was the largest and longest of the continent, extending along the full length of the Sovereign Land’s eastern coast deep into the far north. Hilldale lay in the foothills of the mountains near their southernmost point, and held a commanding position over the plains of Akan’tiel.
Hilldale base was shaped like a gigantic equilateral triangle. One flat side was oriented parallel with the Ecotan border and guarded by a defensive battlement lined with ten seventeen-inch artillery cannons, each cannon was individually capable of hitting anything along the entire length of the Ecotan border. It was cheaper to build the cannons than to build a wall, and the army had standing permission to fire for effect on anything that crossed outside of a port of entry. In front of the cannons were an array of pillboxes, MG nests, sniper towers, sensor systems, and other secret defenses.
Hilldale could project its power well into the plains from this location, and that fact discouraged outlanders from establishing settlements anywhere within range of the guns, not that they would be used for fun or anything. A large supply airfield and heliport lined one rear facing leg with the base residential and supporting facilities lined along the other. The center of the base was reserved for the command facilities, it was heavily defended and included a bunker with years of food, water, and ammunition held in reserve."
Government
Hilldale Base is controlled by the Ecotan military, and not accountable to local municipal authorities.
Hilldale City is controlled via municipal code, with an elected mayor and city council. The military has a great deal of influence over affairs within the city.

Industry & Trade
Limited industrial support is available in Hildale directly, most of the city's civilian resources are committed to managing trade. Hilldale is the only land based port of entry to Ecota, and as a result is considered a major trade zone.
Infrastructure
Critical infrastructure within the Hilldale area is controlled by the military and housed on base, this includes electric power, communications, and fuel storage. All other resources are shipped in through the Barrier highway and are mostly controlled by civilian interests.
Architecture
Hilldale is one of the oldest settlements in Ecota, and as a result its buildings lack the modern angular flare that Echo's capital has adopted. Most structures are simple, sturdy, and practical, though well worn with age. No real consideration was given to form or artistic flare, as Hilldale was originally a military settlement who's civilian presence grew out of the desire for its personnel to have their families close at hand.
Geography
Hilldale rests in the foothills of the Southern Barrier Range. The long rolling hills of the region making farming difficult, but provide the community a measure of safety. The entire base and town proper rest atop a particular large bluff overlooking the surrounding land.
Natural Resources
Limited. Some farming is available, but underdeveloped due to the abundance of overland trading.
