Overview

Villiber was once the grand capital of Failleglace. However since the shattering it has operated more as a city state as most of the Kingdom of Failleglace has been lost to the void ocean. Villiber has maintained it's wealth and status howver through the festival of falling stars which attracts large crowds of adventurers every year. Due to this influx of adventurers each year the city has also maintained several guilds of significance which has assisted in maintaining Villibers importance since the shattering.      

Laws

Villiber has the laws one would expect from any lawful good settlment including laws against theft, murder, spying, and other common place laws. Villiber also has some laws of note listed below.   Abolishment of Slavery Slavery of any kind is illegal in the city of Villiber, including indentured servitude. Villiber also refuses to acknowledge slavery from other states which means foreign travelers and foreign dignitaries cannot bring slaves with them unless they wish for their slaves to be set free and to receive a large fine.   Enchantment Enchantment spells that influence another individuals free will are prohibited. Minor transgressions will receive fines, but major or repeated transgressions can receive punishments as severe as death sentences.   Firearms Functioning Firearms are prohibited within city walls without a permit. One can leave thier firearms with the wall or dock guards and receive it back upon exit. If you purchase or repair a firearm within the city, all smiths will pass the weapon to the guards for retrieval unless a permit is supplied.   Necromancy Necromancy including the creation of zombies, skeletons and other undead is legal in Villiber as long as the necromancer maintains a permit and all raised humanoids gave permission before death. Losing control of one's undead or having undead visible in public result in the loss of ones permit.   Werekin True werekin are not punished in the city of Villiber, they may live in the city without permit or special accommodation. However it is illegal to transform within city limits, breaking this rule results in banishment, unless the werkin committed a more severe crime such as murder. Cursed werekin are expected to notify the guards upon entry or upon learning their curse. Until cured, cursed werekin must turn themselves in the day before each full moon to be restrained with silver chains until the next day after the full moon. As long as one follows these guidelines, they receive no form of punishment for being cursed.  

Religion

Villiber is fairly open about religion and even has 7 temples in the 7 houses district. Villiber also has a fairly significant following of Elemental Spiritualism, though it's official religion is the Pantheon of Magic. In the seven houses district there is a temple of elements, temple of life, temple of magic, temple of perfection, temple of society, temple of time and a temple of the wild. Villiber also has four notable churches: Church of the Blessed Mountain which is dedicated to Keryth, God of the Earth; the verdant scales church which is dedicated to Ekim, Deity of Enchantment; the faithful sun chapel which is dedicated to Orym, Deity of the Sun; and Saint ORGEORG's Monastery which is dedicated to Gliss, Deity of Ice.  

Places of Interest

The Gargoyles of Villiber

All who come through the walls of Villiber note the grand display of gargoyles on it's walls. Stone monstrosities that often seem to defy gravity and imagination. No two gargoyles are alike and none look like any creature that can be found in the shattered lands. They leave all visitors with a sense of awe, or dread. They royals have so far refused to explain why the gargoyles are present which has lead to much speculation. Some believe they are magical creations that in Villiber's time of need will spring to life to defend the city. Some claim they are artifacts of ancient magic that actually keep some unimaginably powerful force in, therefor protecting the rest of the world. Some even speculate that they are a well done prank on the royals who now refuse to admit they had a flaw in their defenses grand enough for such a prank.

The Royal Palace

The Royal palace is precariously perched in the highest point of the city, siting adjacent to a shear cliff into the void ocean. Paintings within the palace suggest that before the shattering this cliff went straight into the ocean giving a wondrous view for all guests. The royal palace is still home to the royals King Graithon and Queen Cassith as well as their adopted daughter Princess Dilriina. The royal palace is a common visiting place for foreign dignitaries, visiting royals and anyone with enough prestige to get invited. The halls are full of paintings of long forgotten era's all masterly done. The dining hall can fit 200 guests as well as the royal family and it has the kitchen to pair. Very lucky guests may even benefit from the half dozen guest rooms, though few get that luxury and rather stay at the Queens Inn. The real jewel of the palace however is the treasury room. Displaying the finest treasures brought back from the festival of falling stars, it carries some of the finest magical items in the land. This room alone has several nearby kingdoms eyeing claims to the city and many more royals from around the world making bids for Dilriina's hand.  

The Shattered Alter

On the top of Leten Hill lies the remains of a grand alter. Now shattered into exactly eight thousand eight hundred and eighty eight even pieces it has left scholars and clerics alike astonished by it. Though the images on the alter are difficult to make out, anthropologists have suggested that it shows strange creatures coming from a portal, and a royal family welcoming the strange creatures. What the creatures are or where the portal leads is still a matter of debate.

Failleglace Royal Guards

The Failleglace royal guards are some of the highest trained guards or soldiers in the world. The Failleglace royal guard academy in the city will only accept long lives races as the full course lasts an entire century. The guards are trained to use almost any weapon, masterfully trained in unarmed combat, but also highly trained in royal etiquette, how to resist sustained torture and much more. Their fighting style is a combination of magic and physical combat, many even being masters of elven sword dancing.  

Krautmora, Academy of the Arcane

A very reputable magic school, Krautmora attracts magic users from around the world. It also boasts an extensive public library that includes topics from all areas. This institution is well recognized as it still holds works from before the shattering, old magics and old knowledge openly available and discussed. The only issue being that the library is so large, short term visitors rarely have the time to find what they are interested in never mind study it. Krautmora despite having a very good reputation allows almost anyone to study there as they believe knowledge belongs to everyone, however this has resulted in very long waitlists for its most popular fields of study.

Meliamne Mine

The second largest Employer in the city, Meliamne Mines is located in the Glass Docks district and has a crawler under the city that leads to the actual mines. Meliamne mines gave the glass docks their name as they mine Siccatite which often comes out of the mines covered in ice. Siccatite is a very rare metal that is either extremely cold or extremely hot depending on the sample. Most of Meliamne's mining operation brings up the cold variant, though they do occasionally find the hot variant. Though Myasten Lumber camp is the number one employer in the city, Meliamne is to thank for the cities vast wealth. Siccatite is extremely rare, and hard to handle even when you have it. This has made Meliamne mines the richest corporation in the city, and the Meliamne house the richest house after the royals.  

Myasten Lumber Camp

The largest employer in the city, Myasten Lumber camp is located just north of the city in the Silver Star district. Myasten Lumber camp does do normal lumber and forestry, but they are most noteworthy for their harvesting of Darkwood in the forests to the north of the city. Though they do not have any monopoly rights on the darkwood, no other company has figured out how to consistently find or safely harvest the darkwood leaving Myasten Lumber camp as the richest and most noteworthy. Myasten also employs aproxamately 15% of the cities population.

Nightcry - Bounty Hunters Guild

Nightcry is a bounty hunters guild, they specialize in hunting humanoid targets. Though they only openly take legal targets, it is an open secret that they will accept illegal contracts as long as it is not within Villiber. Villiber guards continue to allow Nightcry to exist since they keep out other bounty hunter guilds and fall in line enough that they are not a threat the Villiber themselves.  

Warriors of the Wolf - Adventurer's Guild

The warriors of the wolf is a large adventurers guild operated out of Villiber. They specialize in hunting magical creatures but will often take most mercenary work that isn't illegal. Their prices are quite high, but their success rate is also undeniable. For adventurers wondering through, they often have low priority work that they are willing to contract out to non-members. To become a member you must either have an inside connection, or do several outside contract work to get their attention and receive an invitation.
