The White Skulls are a deeply religious sect of Orcs located in the hills nestled atop the Iron mines that once held sway over the clans. From you can gather from your orc contacts Skorge is a Shaman of his people whose invective against the new "Steel" have broken over into a crusade against what he, and his followers, see as the perversion of the "Ghosts."
He has been seen in several raids along the southern rim of hte Outer and Inner settlements.
