Saggara

The Saggara were a band of pirates making their camps on the Outer Islands to the East and South, for centuries they were a plague on trade and resisted any attempt to excise them. As the Caryll Empire rose to prominence they continually displaced lesser nations who turned increasingly to the Saggara's informal structure for succor, resulting in a rough federation of allied pseudo-states aligned at first through a mutual hatred of the major powers and later by an esoteric culture of respect.
The Jungles and Badlands of the islands the Saggara call home were spared the wrath of Waxwing, and the survivors of the Ash and Flame found themselves at the mercy of their many rival Dhal - some integrating peacefully others forced into labor to survive.
