Octavia Sebennes was orphaned to the Sigil of Mane as a young girl and spent her early life training in the ways of the order. It was there that her natural aptitude for statecraft was uncovered, a certain poise that engendered respect and an air that lent her words great credence. Trained as a diplomat she served in many nations for the Sigil before the fall of Waxwing.
Since the fall she has leaned more heavily on her religious background, calling upon faith as a beacon to rally around. She found herself, along with several hundred refugees from Polis, in hampsterdam where she serves as both a messenger of the Fathers and as a leader.

Octavia Sebennes lives in a modest home in a neighborhood near the Guildhouse where it appears she acts as the de factor leader of the local population as well as a spiritual leader. From the words of those interviewed she leads primarily by her diplomatic skills and not through force. She is well respected and even beloved by many of the locals, regardless of their nationality. She has been a quiet force for peace and calm in the settlement, but focuses primarily on the day to day needs of the local population leading ot her neighborhood being one of the most peaceful in Hampsterdam.
Her primary points of contact are minor merchants and various tradesmen who prioritize assisting the people she preaches to and works with. They mostly meet with her at the Church of the Privii, which she and her followers created, a much humbler building than the massive church of the Sigil in the town center. Outside of these local figures she meets occasionally with
Saficus Anuluii and appears to have corresponded with
Lasila Vianova .
In her private life she lives simply, maintaining an orderly home in accordance with the teachings of Mane. She possesses an extensive collection of religious works in a small library which she reads "religiously."
