Cacot, The City of Silver

The city of Cacot is nestled at the edge of the Sea of Sands, along it's northern most coast. It is divided into sections, the outermost being it's two ports, the Salty Port at the sea, and the Sandy Port at the edge of the Sea of Sands. Beyond that it is divided into rings, the outermost ring being The Grand Bazaar a bustling trade district rife with the hustle and bustle of commerce, when night falls however the Night Market takes over, a bustling criminal network runs the show come nightfall, be it a redlight district or undocumented contraband, if you can't find something in the day, it can surely be procured in the Night Market. Just beyond the Grand Bazaar ring is the Ring of Enlightenment, here you will find Cacot's Great Library, the University of En'Saeed named for it's founder one of the Magisters of the Old Empire and companion of the City's founder Cacot the Silver Scaled, various chapels can be found in this district as well, Cacot practices some degree of religious freedom, allowing any religion to be practiced so long as the church pays it's taxes. It's innermost ring is referred to as Hightown, built above the other rings it's inhabitants either trace their lineages back to the city's founding, or have garnered enough wealth or favor to procure a place in high society. And in the center of it all is the Council of Seven, a circular citadel at the peak of the city, built to allow the councilor's to view every section of the city. The council itself if made up of Seven members, one from Sandy Port, one from Salty Port, one from The Grand Bazaar, one from the Night Market, one from the Great Library of Cacot, one from the University of En'Saeed, and one from Hightown. All are elected from the citizens of each district, with the exception of the Hightown representative which is chosen internally from among the descendants of Cacot the Silver Scaled, only one bearing a blood relation to the cities founder may represent Hightown. The Hightown representative only votes in the event of a tie, and is there to oversee meetings and put an end to any squabbles amongst representatives.
