The first colony of the Federation is founded: the diplomatic town of Overlea.

  After the landing of the Northern Survey in the capital of Sali, they were brought to the court of the King of Sali. Thankfully, a former Ironfoot political exile recognized their insignia, and helped explain the situation. After a few days of negotiation, the King agreed to lease a certain area of land to the foreigners in exchange for their help in defeating his enemies.
