Coralla Game Masters
The Coralla Game Masters are a group of five individuals who operate on Coralla . It is their job and responsibility to oversee the rules and regulations of all of the gambling that takes place on the island. Not following their rules can lead to heavy penalties, all the way up to a death sentence. It is their influence that ensures the economy of Coralla functions.

- Arjhan Zetchnum, a dragonborn. He holds the title of the Master of Races, making his specific purview the racetracks on Coralla. This also includes the fighting pits. He apparently has no scales around his belly button.
- Milee Elderflower, an elf who is the only remaining member of the original Game Masters. She has direct control of the betting shops across Coralla as the Mistress of Bets. Her hair is thought to be wigs and not real.
- Perrin Elderflower, the half-elven son of Milee Elderflower. He is the Judge of Coralla, meaning that it is his job to judge and assign punishments to those who break the laws of gambling. He has an aversion to spicy food.
- Arsine Zeroth, a human and the newest member of the Game Masters. She is the Mistress of Shadows - she maintains spies across the island who tell her when laws are being broken. She collects specimens from various creatures.
- Charle DeBose, a leonin. She is the Mistress of Coins, and it is her job to adjudicate in disagreements between different gambling houses. She has almost certainly eaten people.
Structure
The Game Masters are made of five seats who all have an executive power over some aspect of the functionality of the systems on Coralla. In matters in which one member does not have sole control, there will be a vote. Furthermore, any member may call a vote to challenge the decisions of another member if they feel that they are making poor decisions.
Culture
The Game Masters tend to carry a sense of superiority. Their members are all rich, and they are chosen by the other members, making them a unified front against any and all competitors. It is common for seats on the council to be passed down through bloodlines, making sure that those who they consider to be other to themselves are not able to hold the power. Even the lord and the arbiter are seen as lesser, because they do not have control over the real powers of the island.
Public Agenda
The agenda of the Game Masters is to make sure that Coralla is the best place in the archipelago to gamble, as this is the way to bring in the most amount of money to the island - and to the pockets of the game masters of course. This is done by making sure that all gambling is fair and well regulated, and that Coralla as a whole is a safe place to visit.
Assets
Each of the Game Masters has a personal fortune in the thousands or tens of thousands of platinum, and the position brings a large house with servants as a prerequisite. As an organisation, they wield large amounts of political capital, and though they do not control the posted navy officers, they do have a private militia called the Coralla Guard which answers directly to them.
History
In the past, Coralla was a mostly lawless place. It had established itself as a centre for gambling in the archipelago, but due to rather lax regulations on gambling by The Congregation , it was not a place that was fair to gamble. In order to rectify this issue, in 1417 the Lady of Coralla established the first iteration of the Coralla Game Masters.
The first group of the Game Masters were drawn from the leaders of the largest gambling houses on the island. This proved to be a mistake, as this first council did not consider long term goals. The Lady therefore removed them from their position when the conditions on Coralla did not improve.
The second iteration of the Game Masters was formed out of five members of the rich families that made their homes on Coralla. As they had been taught from a young age the importance of maintaining the wealth of their families, this group was able to think of the benefits of making Coralla a better place to come to, and began to make changes.
In 1419, they established the Coralla Guard. This was as much to keep order as it was to make sure that, unlike the previous Masters, they could not be remove from power. In 1420, negotiation with the Lady of Coralla led to a new law being passed that ensured the Game Masters would be a permanent fixture of Coralla's bureaucracy.
In 1439, one of the original Game Masters was killed in a freak robbery, which opened the question as to how new members would be selected. In the end it was decided that a new Master would be chosen by the other members from a pool of those who wished to put themselves forwards. In that case, they chose the son of the Master that had been killed.
In 1473, the formal roles of the five council members - Master of Races, Master of Coins, Master of Bets, Master of Shadows, and Judge of Coralla - were created and assigned.
In 1596, a motion was made by the Lord of Coralla to lessen the power of the Game Masters. This was ultimately unsuccessful, due to most of the rich houses of Coralla who would normally back such a decision being either members of hopefuls to the council. It then became law that the position of the Game Masters was immutable.
