Ootaki Hordelands
The area of land in Antir owned and controlled by various Ootaki/Karatarkan clans and groups, with a single city; Karataki.
Ruled by the head of each clan or tribe, they are mostly decentralised, though there is an elected "monarch" that resides in the capital, Karataki, who is elected for life from a ballot. They mostly deal in matters of national importance and diplomacy, allowing the local clans to deal with most matters themselves relating to laws, customs, and life.
There is no true official language here, though they have slowly moved to using Antirian almost universally, though with small dialects and accents remaining for each tribe.
Foreign Relations
The country is mostly separated diplomatically from the rest of the world, their nomadic ways being ever so slightly shunned by the more sedentary peoples of Antir. They do however get the odd trader from the Free Republic of Ceter, who use the Kara'raahki River to sail right up to the harbour of Karataki. This is also coincidentally where much of the information about the outside world enters the Hordelands.
