Council Conurbation

The Council Conurbation is the capital and largest city of the Plateau, located along the River Fastra in the south east of the central Sunland. A great multicultural city that was formed following the integration of various outer towns and villages into the larger Council Town. The conurbation's history stretches back to the time of the Kepos Empire who built the Citadel at its heart. The conurbation is most recognizable for its three great walls. The conurbation is well known as a bastion of democracy, creating voting habits in its citizens centuries before the Democratic Revolution. It was also the only city to fall to neither the Armada nor the Guard during the Tricorne War. Today the Council Conurbation is the centre of political and economic life on the Plateau.


The vast majority of the population are factory labourers or office workers. The highest paid officials in the conurbation are politicians and financial investors. Though poverty exists it is a rich city dominated by leftists so the tax on the wealthiest is quite high, and the wealth disparity is not as large as it could be. Most people living in the conurbation fit into a middle-upper income bracket, and it is a very expensive city to live and work. A multicultural city, it has a variety of different people or all ethnicities living and working in the city. The largest demographic are those of Rivush ancestry.


The Council Conurbation is run by the Collective of the Conurbation, which elects an executive headed by the Maiort of the Council Conurbation. The collective is made up of all residents over the age of 16 who meet to discuss laws and issues in the conurbation. The conurbation is very liberal and leftist, although it has had a more right-wing lurch at various periods of time. The collective votes either through closed door sessions or with plebiscites taken throughout the conurbation using postal and internet balloting. The executive implements all policies in the conurbation, however as a matter of recourse has had to seed most issues of security to the Council and the Elder Triumvirate.


The Council Conurbation is surrounded by three walls to keep invaders and enemies at bay. The walls are startlingly white and are almost impossible to damage. Each of the walls is maned by a volunteer force of veterans who have received the highest awards for both bravery and skill. The internal defences of the city are maintained by the Conurbation Officer Force who are its police force.

Industry & Trade

The Council Conurbation has long been designed to be the centre of a crossroads, and is considered the centre of trading and mercantile activity for a long time. The city used to be dominated by vast factories that would ship in goods and then sell them out again. Even in the modern day factory work forms the back bone of the conurbations economy. However it has expanded with increased reliance on financial capital and tourism.


The Council Conurbation is a great city surrounded by grassland and the occasional wooded area. The River Fastra runs through it providing a clean source of water. The conurbation, a great metropolis filled with millions of people, has both green open spaces in the form of large parks, and towering glassy skyscrapers at its centre. Originally built on the northern bank of the river, it expanded with its third outer wall to incorporate the southern towns and villages, as well as those to the north. As such at its outer edge it is a collection of small towns and villages which still hold a rustic feel to them. Within the second wall the city structure comes to bare, with constant building activity, towering buildings and skyscrapers, and great urban environments. To think of the Council Conurbation you must think of the rural and the urban. Or so the old saying goes.

The Council Conurbation, as the centre of political and economic life on the Plateau, is perhaps the most important city on the Plateau.

Guilds and Factions

The various factions of the Council Conurbation include both the criminal and the civil. But the main pillars of the conurbation are the Factories, the Traders, and the Politics. The represent not only the power in the city, but across the Plateau as well. These three represent the producers, the merchants, and the law of the land. In terms of politics the producers are often socialist and represent the vast majority of the work force, thmerchants are those financial traders and investers who are the main mercantile power in the city and usual liberal conservatives, and the law which represents the politicians who try to represent their own constituencies and are generally outsiders. These three pillars, together with the shadow pillars of the Circle and the underground criminal organisations, keep the conurbation running and the Plateau running. Most people outside of the conurbation have no interest in these factional disputes and tend to resent the over importance of the conurbation on their life.


The Council Conurbation was founded during the Kepos Empire as the simple structure that became known as the Sitadel. Various human kingdoms, most importantly the Kingdom of Rivush and the Boodah Dominion, expanded the Sitadel and built a town around it. Over time the town expanded into a city, and then a conurbation, absorbing the surrounding towns and villages behind its three great defensive walls. It was considered on of the most important trading partners of the Ancient Empire before its collapse. Before the Tricorne War the city was a hotbed of political activity, and during the war it was cooontrolled by the Monotherium who had to deal with a great many Armada and Guard supporters before they were expelled. After the collapse of the Monotherium the Armada laid seige to the conurbation for twelve years, led by Admiral Tiarna Liathfesog. Although the Armada managed to breach the outer third wall and occupy a portion of the city, the seige was broken following the battle of Mirth's Dance. Afterwards the Free Plateau Resistance took control of the city, which enetually evolved into the Combined Council of the Plateau.


The architecure of the Council Conurbation is a combination of a variety of differnt periods and cultures, at its edges more rural archtecture stands out, while the centre is more urban with great glass skyscrapers dominating the landscape. Most houses are built of brick and are designed to be insulated yet breathable due to the warm summers and freezing winters.


The Council Conurbation is sat on the River Fastra, and is surrounded by grasslands, some wooded areas, and various small villages. The conurbation is just south of the Gold Flood valley, and the area around the conurbation is a of rural beautylandsape dotted with villages.

Natural Resources

The Council Conurbation lacks natural resources. Instead relying on goods brought in from elsewhere which are manufactured and sold again as finished goods. The conurbation is a well known exporter of clothes and fashion exessories, as well as jewlery and household appliances.
