The Nomads of the Plains of Kataru

The Plains of Kataru are home to dozens - if not hundreds - of tribes of nomads in addition to the settlements that dot the landscape. Roughly 75% of the tribes are organized as constituents of the three Great Nations of the Plains of Kataru: the Sookal, the Hahrwiz, and the Krell. The rest are independent and small, ranging from the Snaral's single extended family unit of 50 or so members to the Volkampf's six bands totaling 300.   The culture of each tribe can vary significantly, and even the Great Nations can have significant variation between bands that range far apart from each other, but there are some similarities that all the nomads share. First, they all speak one of three dialects of the Truth, and these dialects are (contrary to the claims of the Krell) mutually intelligible. Second, all three of the Great Nations have adopted a monetary currency based on shins containing thin strands of gold, which can be found in the detritus of the prior world ruins dotting the landscape, but much of it has already been recovered and it is common belief among the tribesmen that more is beyond reach. While this belief is untrue, it's not as though the plains economy is going to be flooded with more gold-laced shins any time soon, as outsiders haven't found a way to counterfeit the shins and most people aren't willing to dig any deeper in ruins to find more.   Each of the bands has rejected the idea of defined territory, claiming the entire 160,000 square miles of Kataru as their home. Since this would lead to massive warfare, in practice the Sookal keep to the northwest, the Krell to the entire south, and the Hahrwiz to the northeast. When bands of Sookal leave the plains to engage in mercenary work, they do so carrying special flags of truce, and the other tribes generally respect the truce, though the Hahrwiz are known to collect a transit tax.   Numerous small settlements have cropped up throughout the plains, and the settlers generally have an affinity for one tribe or another, but the tribes do not generally recognize kinship bonds with any descendants of the original settlers. The only known exception to this is the relationship between the women - and only the women - of Phrygia-by-the-Gap and the Southern Hatnell Band of the Krell Nation.   Over the last few years, a new tribe has formed, not of kinship bonds, but by an oath of blood binding new members. The Dark Riders have no established or recognized territory, and accept new members from any tribe or settlement willing to cut ties with their old lives, mount an aneen, and carry out raids on the orders of their leader, Milaconi. The Great Nations have not come to an accord on how to combat this threat, and all have suffered some form of attrition as a result.
