Windfall's Lighting is a powerful staff. The staff has enchantments on it to make it hard for someone without the proper skill to use. The staff strengthens the magic of the wielder and makes it easier for them to use lighting magic. The more skilled and powerful the wielder the more powerful the staff will be.
The staff was made a powerful enchanter back in the Second Era is the world. The enchanter was named Windfall, and he made a lot of different and unique items. Windfall was most famous for his staves. Windfall's Lighting was thought to be his best staff then.

Mechanics & Inner Workings

The staff channels the energy of the caster to cast a slightly more powerful spell than they could. The staff can only be used for lighting spells. Any other spell being cast with the staff with cause the spell to rebound on the caster. For example, if a fire spell is used with this staff the caster's magic will cast the spell through the staff. The staff will then channel that spell back into the caster. This can lead to the death of the caster.
The staff has an enchantment on it that allows it to connect with the caster's magic. The caster only needs to think of the spell to cast it with the staff. The staff then channels the caster's energy to make powerful lighting.

Manufacturing process

The staff was magically forged and then enchanted with lighting magic.

Windfall's Lighting was one of the first staves ever enchanted. Making the ground word for modern staff enchanting.
