The ocean of space

If there is no hope in sight, how do you create a future from scratch?   Humanity was forced to leave Earth fifty-four years ago, so now our descendants are scattered across space. The original political systems from Earth did not survive the departure, but human politics tend to work in certain ways, so, at the time of the story, most human communities are under some level of influence of either larger companies or criminal gangs or certain organizations inbetween.
