International Ability Regulation Organization

The International Ability Regulation Organization, commonly referred to as the IARO, was established in the year 2029. With the sudden presence of people with special abilities, called the @[Empowered], governments the world over were frantically trying to come up with some way to legislate on and generally handle the many issues these people caused. The United Nations, having gained significant political influence and both diplomatic and military influence in the last few decades, decided to step in. With the cooperation of Interpol, the United Nations established a specialized group to deal with issues involving the Empowered, naming it the International Ability Regulation Organization. For several years the IARO struggled to gain traction. Any new organization tends to have problems, but the enormous amounts of push back from the Empowered and their supporters made it especially difficult. The Empowered were typically confident, independent individuals, and they seemed to resent the idea of some government organization trying to study them and tell them what to do. Although the majority of the Empowered were peacefully non-compliant, there were some bad apples that tried to spoil the bunch. Not everyone born with super powers is good at heart, after all, and some of them were determined to use their powers for their own gain. The IARO was often several steps behind, doing their best to keep up with the increasingly strange and dangerous crimes being committed across the globe. More often than not the IARO ended up investigating incidents after-the-fact, their lack of resources and the resistance from the growing Empowered community impeding their efforts. In response, something that seemed straight out of a comic book happened: some of the Empowered began acting as vigilantes, using their own powers to respond to the crimes of other Empowered. These people were lauded as superheroes, risking their safety to protect the innocent. Most notable among them were heroes such as @[Emily Doyle]. As these heroes cemented their place in society, they banded together to face the world. Led prominently by Emily Doyle, the heroes agreed to cooperate with the International Ability Regulation Organization, giving the IARO the last push it needed to get on its feet. This marked the end of the increasing global crime rate. Between the heroes' efforts as first responders and the IARO's work to put the criminals in prison, the growing crisis was defused. After several years of good relations, the heroes once again approached the International Ability Regulation Organization, this time with an idea. Although the IARO tolerated the heroes, it still viewed their actions as those of vigilantes, illegal and dangerous. The heroes, hoping to move within the law, suggested the creation of a League of Heroes. This @[League of Heroes] would serve as a governing body for the heroes, issuing licenses, ensuring competency, and holding heroes accountable when things go wrong. The IARO agreed to the formation of the League, under a condition: before allowing the League and the heroes to act with impunity across the globe, the League would first have to prove its own capabilities in a single city. The IARO decided that the city of @Luceat would serve as the proving ground. Since then, the heroes have been growing the League, working with the IARO to prove themselves capable of protecting the world.
