The Brass Reaper Syndicate

The Brass Reaper Syndicate is a shadowy organization known only to the public in the barest of bones. It's an incredibly tight knit organization, but they seem to have their hands in businesses all across the three cities. They're known to strike at night and the Governments of the Three Cities are trying their best to quiet them down and quell the unrest they are stirring. They're capable of armed robbery, extortion and other unsavory crimes, including kidnapping.
