The other man that the Magistrate is talking to is also dressed well. He has shoulder-length brown hair and he appears to be a little shorter than the Magistrate. He wears a long robe, but this robe is a sea-green colour and brushes against the floor a little as he stands there. He is gesturing a little with his hands for emphasis as he speaks, and you can see that one of his hands - the left one - is a little deformed.
Afterwards, you go and talk to the man, who introduces himself as Zak, and the Magistrate's husband. "It's a pleasure to meet you, it really is." he says in a small voice, and his hands continue to gesture a little as he speaks.

Personal history
Zak was born into a noble family that lived in Gratic City, although he never quite fit in with many of his peers. For all of his good education and his noble upbringing, it did not help him when the rest of his family was killed by local thugs when he was twenty-two. Using what little money they had left, he hired a local lawyer to help bring the thugs to justice. That lawyer was Darth Mesgan, and when they met, he knew there was a romance blooming there. The two married once Darth had gotten his position as Magistrate of Plainér Town, and they have been a happy pair ever since.

Zak has never gotten on well with authority figures, styling himself as a bit of a free spirit. He doesn't break the law though, and he isn't the sort to involve himself in anything shifty or of bad character.
