Rat Pack

Not too much is known about the Rat Pack other than they take their cut for 'protection' and aren't too keen on letting people walk around who have avoided tolls. Most of their ilk seem to have the bearing of seafolk and tend to be noticed around the docks and businesses that flank the man-made canal and bay in the heart of Merchant's Plain.
There was a rumor that the previous Lord of Sea was done in by the Rat Pack to allow Lord Bruno Köhler to have the open seat, though there never surfaced any evidence to prove any cartel involvement. It is also best if you don't want to end up at the bottom of the canal to not mention anything about rumors...

The third piece of the illicit cartels that rule much of the goings on in Merchant's Plain, the Rat Pack maintain most of their area of influence around the dockyard and waterfront of the city. Thugs can always be seen around the ships and alleys that encircle the dockyard at almost any time of day.
