Regional judges are selected by both the Human and Elven minister for each large town. These judges determine the guilt and punishment of criminals in the area.
Murder is punishable by death, often by hanging. A prison sentence is served by thieves based on the value of the items they've stolen. The kneecaps of rapists are torn out in the method ascribed by the victim or their family and the now kneecap-less perpetrator is imprisoned for the remainder of their lives. If a person is convicted of statutory rape, they are tortured to death in the manner ascribed by the victim unless they're unable to give input. This torture is carried out publicly.
