The Outer Planets' Alliance consists of colonists and inhabitants mostly from stations and settlements further than Mars (from the Sun). Many consider the organization to be a terrorist group. Others view them to be an active political force pushing for better conditions for those living outside of UNEM and MC's major settlements.
