Geography

The atmosphere is made of of many gases, many of which have some sort of industrial use. These gases form layers in the atmosphere. The settlement is on a collection of high buttes and plateaus in an oxygen rich layer. Harvesting the gases just requires going down the side of the butte to the appropriate altitude (or up in a airship) and sucking up the gas. The settlements are primarily living quarters and separation/purifying plants.
