Chaos

Without logic to govern, only Chaos might bear or sustain life.

Manifestation

In accordance to the Law of Perception, the primary effect of using magic on the caster is a "Backlash", the secondary is "magic", and the tertiary is this law of "Chaos". The reason behind this naming is due to the unpredictable nature that follows the use of magic. Backlash tears, then magic heals, but Chaos is the product.

Localization

Going off the atmosphere scenario used in the Law of Perception , after the person explodes and douses a bystander (who is assumed to be male), he will then be a blood-soaked suspect. This is a very simple explanation.

A specific example of this would be a mage using a magic stone to teleport. The Backlash would be the teleportation, the magic would be everything else effected or bent with this movement returning to normal, while Chaos is the reality from then on. All processes outside logic move from Perspective to Chaos, which then becomes the Perspective of yet another change in this never-ending cycle of... well, Chaos.
