The political structure of the city

Since the wolrd collapsed, the city can also be defined as both a country and a continent. Having so many different cultures in one city means having a political system can be very challenging. Not only does everyone look for different kinds of leaders, they want ever solution to be the way they'd do it. For some crisis decisions, these are usually fairly similar, but when it comes to question about culture, art, books, music, there's no way to please absolutely everyone. To make decisions work for as many people as possible however, the falling city has a council where each district send a leader. How these leaders are chosen is different for each distict, some through bloodlines, some through being chosen on the previous leaders death and some through different types of diplmatic votes. Once decided the leader becomes a part of the council, which shifts every year. Every member of the council has the same amount of power, no matter how long they've been there or how large their district is. Every member has exactly one vote. Together the council makes decisions on the behalf of citizens, and can usually come to resolutions a lot of people are happy with. In case the discussions get heated however, thers one person who joins the council as a chairman. This person doesn't hold any voting right of their own, and is simply there to make sure that the discussions and voting taking place follow prototcoll and break up any large diagreements. On very rare occasions, a member of the council can get voted out. This has only happened once, and nearly happened twice since the system got in place. It isn't allowed to do this against a member simply because they disagree with the other memebers, but if they actively try to sabotage or scew the votes in their favour they may get kicked out.
