The organizers

The organizers are a group of people tasked with keeping the city running. They come from all parts of the city with different backgrounds and cultures, being hand-selected from kids with a skill for math and logical thinking during school. Being selected for becoming a part of the organizers is an honor for many, and some say they have more control of the city than the council itself, and there's something to those claims. A person's food was rationed out by The organizers, the tram to work runs on a schedule set by them, what they produce at work is determined by them and when a part of the city nears its collapse the organizers are the ones reassigning people new homes. While the work they do is vital for the cities survival, they're met with a lot of mistrust. When looking at the city as just numbers people claim they lose track of the humanity in it, only caring about the most effective way to keep the machinery going. It is even widely believed that the organizers have deliberately hidden information about certain parts of the city collapsing, choosing to let them fall and take their people with them as a sacrifice to not have to rehome the people. One piece of evidence often used to support this claim in the chain district, a highly valuable district that just happens to have gotten an early enough warning that supports were able to be built before it collapsed. No one, however, denies that without them the city wouldn't be able to function. Their large control over resources and their distribution as well as being in charge of making sure people moving from a collapsing district gets somewhere warm to sleep helps the city make ends meet when resources get more and more scarce.
