Administratum
The Administratum is the order of powerful warlocks which maintain The Realm, shifting the eddies of energy and matter incoming from The Outer Realms into a shape and substance which the moral mind can comprehend. Without them, the world will slowly lose coherancy and fade into an irreparable state of madness.
They work closely with the Golden Forge, who of course are the source of magic in the first place.
Structure
The Administratum have no set hierarchy. They report upwards and downwards as needed, and hold moots to discuss actions when necessary.
