Watchdogs Waterfront Property
Apollo City's Waterfront district stretches across it's entire shoreline, being the first district people coming in over the land bridges see. Most of the district was evacuated after Sinister threw a huge wave of concentrated Nether at Apollo City. Though all the buildings that were destroyed by the wave have long since regenerated, the district remains abandoned to nearly all but one group of people: The Watchdogs of Apollo. This partisan movement of armed citizens rebelling against The Cult and the Vantablack Genesis have turned the empty district into their urban playground.
Many seaside buildings such as shops, restaurants, and housing have been transformed into makeshift outposts and improvised facilities for war infrastructure, the citizens replaced with cyan-clothed rebels moving materiel between buildings or being led on field exercises by officers. Despite it's purpose being the first line of defense for the Isle of Dawn against the Cult and other outside attacks, it's surprisingly easy for Cult members to sneak through due to the Watchdogs not being consistent with their patrols and even then, most Watchdogs are happy to lead any lost or wandering people to the city proper as long as they don't look too suspicious.
