One of the followers of The Painted God, personally acknowledged by Destin alongsider her brother, Jasper. After Destin's incarceration in Cerberus Cage, she was one of his followers who attempted a jail break. It resulted in failure however and Jubilee was locked up inside Cerberus Cage herself.
