Proven Sovereign

You are no leader. You are merely an incompetent fool who rules solely because of your bloodline. Real leaders must earn their place through hard work, dedication, and study.
— Kalre Shumu, Proven Sovereign, speaking to a clan head of the Ostarian Empire
After the collapse of the Aghu Sovereignty, the Kohri people looked for a new system of government to replace the fallen dictatorship. They established a system where government officials where chosen and promoted based off a test of knowledge. The Proven Sovereign is the highest government position and the sovereign is thought of as the most intelligent person in the sovereignty. They must work their way up through the various layers of government and pass the extremely challenging Sovereign Exam. They are tested over history, mathematics, literature, knowledge of other sovereignties, agricultural knowledge, strategy, organizational skill, and more. They are also tested physically, but this portion is much smaller and considered much less important than the others. Like all governmental positions in the sovereignty, the sovereign can be challenged but only every five years by the highest government officials. Despite how fair this system may sound, it's heavily weighted towards the nobility and the wealthy who have greater access to schooling, books, higher education, and time.

Pass the test. It's that simple and that complicated.
— Kalre Shumu

However, if the Proven Sovereign has died then all of the directors are required to take the exam as soon as possible. If none of the examinees pass the exam, the person with the highest score is the Proven Sovereign.

People wait anxiously to learn the results of each part of the exam, hoping that their preferred examinee does well and that those they dislike do poorly. When the final results are announced, festivities commence celebrating the continuation of the Proven Sovereign's reign or the beginning of a new sovereign's reign.
