These pouches are carried by fishers and are used to carry hooks, line, and other small fishing supplies. They are also used as a secret symbol by a smuggling group that's internally refers to itself as the fishers. A smuggling fisher's pouch contains a hidden pocket that has a stone pendant sewn inside of it. The pendant is in the shape of a fish, a symbol that they are a member of the fishers. The hidden pocket can also be used for hiding contraband such as precious stones or metals, coral, small fruits or vegetables, and more.

Mechanics & Inner Workings

A fisher's pouch is primarily made up of a single long rectangle of leather that is folded in half. Inside are a variety of pockets to hold various fishing supplies. When not in use the pouch is folded in half and secured with a button. A smuggling fisher's pouch has another large piece of leather that covers one half of the pouch, creating a secret pocket. The pocket is held shut with several different buttons, all of which are hidden inside of the pouch's pockets and painted to blend into the leather. Once all the buttons are undone, the smaller piece of leather can be flipped up revealing the fish pendant and any other items stored in the secret pocket.

Significance

As well as showing affiliation, a smuggling fisher's pendant shows the person's rank. Most are in the vague shape of a small commonly found fish. Higher ranking fishers have larger pendants and they occasionally decorate these with paint. Some members don't smuggle and instead root out disloyalty and spies. These members have pendants in the shape of sharks, rays, and other predatory sea creatures. Very trusted customers are given a pendant in the shape of a small fish. It is said that the leader or leaders have pendants in the shape of whales, sharks, or dolphins. Since the fishers are made up primarily of many different smuggling groups, the secret pocket will also sometimes contain an item identifying the smuggler as part of the smaller smuggling group as well as the fish pendant.
