Elven Concordance
To end the bloody conflict at the end of the second dragon imperium, a treaty was written. This was championed by the elven contingent of the rebellion, and bears their name. Now published in various forms and translations accompanied with commentary.
Purpose
To quell battles between dragons and the small races (from their perspective)
Document Structure
Clauses
Demands on the Dragons are the first set of clauses, followed by the Concessions of the Unified Resistance clauses. The final clauses deal with certain edge cases, general declarations of intent, and signatories.
Caveats
Technically only a treaty between the rebellion alliance and the dragon imperium. The dragon imperium exists only as a loose council of dragonkind, and all nations that came out of the rebellion alliance are long gone. It stands in effect as no-one wants to revisit the wars that might come out of it's dissolution. A side effect of this document is the great game of the dragons, they use as an alternative to direct rule. It can be viewed as a tremendously intricate game of chess using real people as pieces and terrain provided by the nations of the world.
Legal status
The document is considered valid for all dragonkind which is considered a population that will not be governed by the laws of the nation where they reside, but by dragon law. Other nations benefit from the clauses that prevent dragon rulership of others and so generally all adopt a position of maintaining the concordance, even though they were not signatories.
