Oswald Allen

A small goblin man with glasses. He works for the government, at the legal department. He is responsible for arranging construction permits. He does not usually talk much, until he is asked to explain a particular rule of law in construction.
He has handled the remodeling of the warehouse into Tower Hamlets Orphanage.
