Pernel
The Halfling resort city of Pernel is renowned for its level of decadence and debauchery, with there not being many laws in the way of what forms of contraband that may be procured in the city.
Government
At the founding of Pernel the community was governed by a mayor who had been self appointed when the group of halflings arrived on the shore of Pernel. After years as a relatively quiet home for the halflings when the Smuggler's Treaty was brokered the small town exploded with business from other smugglers as well as tourist. The community decided it was time to share the decision making as a whole than handled by just one person.
History
What was once a small Halfling fishing and farming community changed after a chance encounter with a crew of smugglers who had anchored in the bay one stormy night. The following morning the smugglers came ashore demanding food and supplies and threatening the folk of the small community. As the shoreline began to fill with more and more of the towns citizens filled the beach a fact that the smugglers were well aware of. The towns Mayor came forward to address the smuggler's captain. The two went off and had a cup of Halfling Tea and discussed business, the Mayor told the Captain that this community produced more than enough food and drink for the Halflings themselves to consume alone. They were more than willing to share and do business with the smugglers but would all die every last halfling defending their lands and goods before letting raiders take all they could. The mayor went on to extend the offer of a free port for whenever the smugglers needed to lay low . The Captain accepted the offer, it was a good offer he'd rather done business than kill innocent people he and his crew were smugglers not pirates. They transported good not stole them their earned their money while it may not have been legally they still earned it and didn't kill or hurt anyone in the first place.
