The Sanctum City of Arnarfell

Arnarfell the everlasting city, the city of unchanging titans. Arnarfell claims to be the worlds oldest city and the first bastion of humankind and the mortal races from the bright, during the Age of Blinding Radiance. Arnarfell is the worlds largest megapolis with a population nearing 9.5 million or more residents. Arnarfell is one of the oldest sanctum cities in the world created around 1,752 years ago. This ancient city the sky touched city has gone through many iterations and changes, and has gone through just as much rulers, governments and organizations throughout its creation. It is one of the most powerful world powers do to the influence it has on the sanctum cities that make up the ancient alliance and as a result influence it as over the world.

Demographics

25 percent of the population is poor and living in poverty, living in the castle district or outside the city and the protection of the cities protective shield relic or pattern.   31 percent is low-middle class normally made up of workers and labors. Many work on the factory floors creating and assembling mass produced goods.   26 percent middle class made roughly of the clerks and clerical workers of the party as well as members of the livery guilds.   18 percent is upper-middle class made up of merchants and smaller independent corporate and business leaders.   15 percent is upper class/affluent either nobles/lords or wealthy corporate and industrial leaders.   30 percent of all of the cities population work for and are part of the Party.

Government

Arnarfell has a limited democratic meritocracy were in only members of the party and members of a minority groups that make of the tribal tribunal can vote and permeate political change.

Defences

The prime form of protection for the city is the divine relic which creates and powers the cities pattern system protecting it in times past from the bright, magics and other threats. The cities airways were in the past defended by the silver winged wardens though with the development of aeronautic crafts the wings proved less efficient now the city is largely defended from aerial threats by anti air defenses including large cannons set in emplacements throughout the cities giant defensive wall.   The Party being the leading body of the Ancient Alliance has access to and ability to field troops from the other Sanctum Cities, which would be the largest military force in the world. On top of there already substantial military. Which is supported by Arnarfells military industrial complex. Though with the Ancient Alliances defeat in the Tribal Wars which was supervised and led by Arnarfell before the Party took power leading to a decline in the joint military strength of the Ancient Alliance. This huge defeat has led the city into a progress of disarming and demilitarization as the city moves into a more isolationist global form of governess. They still defend corporate and industrial resources and natural resources used in the cities production of goods.

Industry & Trade

After the destruction of Glaenarm by a group of Inyranthaes separatist terrorist by the use of numen , Arnarfell took up the leading role in the Ancient Alliance becoming the center and capital of the world. They inherited the complete resources of the Ancient Alliance including the trade routes, control of the global shared currency, and control of military forces.   Imports, exports and manufactured goods: Imports Arnarfell receives resource/imports by three main means. one by the means of the cities teleportation square. The Sanctum cities were not just unified by an alliance but literally connected by the divines. The Celestial Legion created dimensional gates to allow for instantaneous travel between the Sanctum Cities. Though teleportation between the cities is resource extensive and tends to be expensive, only the richest merchants, diplomats, and worth notable personage use these gates. The second transport of goods is through aeronautical transportation. The third is by sea and water travel though do to the inherent danger of water travel resources have a chance of not reaching there destination. They receive these resource from there imperialist ventures as well as from the other sanctum cities. The finished resources are shipped to market and businesses. All of the natural and manufactured resources that is used by Arnarfell's bit outdated industrial infrastructure is shipped to factories and the industrial center of the city for the mass production of goods. The cities produced and exported goods include steel products, Machinery, Alloys, Industrial supplies etc. There main exported good besides bureaucracy, is Agradium cells mined and refined from the nearby Warbody of a lost divine.   Criminal organizations such as the mafia families provide access to illicit goods on the black-markets. They provide goods such as drugs like the Sacraments, alcohol, banned materials such as books from revolutionary authors, they produce and sell firearms and weaponry along with other illegal goods and services.

Assets

Arnarfell has bustling market and industrial centers which sells goods from all over the world. Around twenty percent of the city is completely devoted to the manufacturing and production of goods. Were stores and centers of commerce is spread throughout the city. Stores and shops can be found on every street and markets popup on the side of busy streets selling valuables to passer buyers. With the cities elevated upward construction and leveled design, production and market structures can fit substantially in a relatively limited area taking advantage of the cities levels to be able to fit businesses.

Guilds and Factions

The Party: The governing body of Arnarfell they are a limited democratic meritocracy. The vast majority of the party is made up of clerks and clerical workers who keep the city running. The Executive and legistrative branch of government is made up of senior party members who come into power through votes and through there hard work. Any member who has been part of the party for two or more years gets the right to vote. The party claims to follow an international moral incremental form of governess but largely they are corrupt centrist, who support corporations and the builders foundation over workers. They only give very slight beneficial changes to appease the populace. This has led to mass unrest and dissatisfaction with the ruling body. Considering most laborers and workers do not belong to the party or are not members they don't get a vote or say in the creation of policies. This is because of the strict standard of entry the party has set for individuals seeking to join the party as well as the bureaucratic hurdles they put in place. These strict standards include being of age 18 years or older, passing many tests and exams, being self supported as well as being part and working within the party for at least two years to be able to gain the ability to vote. The party has many members the majority is made up of middle class or wealthy upper class individuals.   Tribal Tribunal: Is the one group that are not strictly members of the party with the right to vote. Made up of tribes and other ethnic groups given a constitutional voice in the government by a previous ruler of the city for there significant contributions to the war effort in the Wars of Enlightenment. In modern days this deal was altered granting them a vote even in a governmental system where only members of the party has and can vote. Members of the tribunal are powerful largely due to the fact that if they become members of the party they can obtain 2 votes. This makes them very sought after allies due to the fact that they can influence the outcome of bills and laws. The Tribal Tribunal is more populace then the larger party. Many seem to care about the average person and seem to be the few members of the party and government to impermeant social-liberal reforms for workers and laborers.   The Veiled Court: The main judicial body in Arnarfell as well as in the world. They are an egalitarian organization they achieved this by removing any personhood and individual identity from both there members as well as any member of the civilian population that enter a law house. The Veiled court is largely funded by Arnarfell and the other Sanctum Cities which make up the Ancient Alliance.   The Arnarfell Militia of civic protection: A law enforcement organization formed after the fall of the previous governmental body. The Party formed the AMCP out of the remnants of the kings guard and knights as well as intergrading ex soldiers and veterans. They operate as the cities prime law enforcement agency. They have a penchant for using force and violence to subdue and apprehend criminals. They are one of the most recent organizations only being created around 100 years ago. The citizenship largely refer to them as coppers due to there copper colored helmets, buttons and badges.   The Court of Pursuits: The State sponsored religious organization. The Court of Pursuits is made up of many different church's and religious organizations which are practitioners of the religion of The Celestial Legion and The Hierarchy of Divinity. The Church's main goal is the betterment of civilization. They are largely subordinate to the party and act as more of a mouth piece. There main purpose is to seminally calm the populace and alter there views to favor the parties positions.   Builders foundation: Is made up of corporate leaders and owners they are some of the most powerful men and women in the city. They claim to have build Arnarfell into the modern city it is today. The Builders Foundation is a oligopoly and seek to continue there monopolies on the industrial and production centers of the city. This is done through crushing competitors and the developing revolutionary movements. The Builders foundations main goal is to have complete economic and political control over the city. They justifie there actions by claiming that they and there kin are the best and brightest. That business and political or governmental power should be a meritocracy in which the best should be the leaders in such a system. They want a permanent subordinate working class. And achieve this goal by the use of gun thugs, union busters as well as there use of there political and economic influence on the government.   Arnarfell livery guilds: They comprise Arnarfells ancient and modern trade associations and guilds. There members include Fishmongers, Grocers, Haberdashers etc. They once played a significant part of life in the city areas such as in the financial district, proving training and charity and networking opportunities to there members and community. Their main purpose is to defend the interests of their trade, regulate the quality of workmanship as well as to provide training to new members of the guilds, as well as to support there members with welfare if needed. They once had the power to regulate economic activity now there power and influence is being chipped away by the Builders foundation. They have lost there influence on economic activities as well as there ability to regulate the quality of goods and workmanship. Do to the Builders Foundations monopolies on trade goods and raw resources the guilds are finding it harder and harder to supply there members with resources. To hit back at the Builders Foundation they have been supporting the revolutionary movements and laborer movements that have been on the rise in the city. They provide what resources and man power they can to the movements as well as strong abled body individual's to help protect from the foundations gun thugs and union breakers.   The Silver Winged Wardens: Vestiges of the past created by the former king generations ago. The wings were the aerial defense for the city in times past. They largely serve the same role today but its mostly a traditional role, they now mostly serve as aerial support for the AMCP and its Proctors. The wings ride augmented wyverns, wear lightweight chain or plate armor and use specialized gear to traverse the city and its high-rises. They are armed with a scoped long rifle with an integrated bayonet. This serves as both a firearm for ranged combat and lance or spear like weapon for close combat. There mounts were specially altered by vivamancers to give them more intelligent's, speed and stamina and make them formidable opponents of other aerial creatures. They are said to be able to understand and perform a large number of commands and orders. The wings command and deployment center is a large airship or aeronautical craft that travels over head of the cities inhabitants.   The Iron fortress: Groups of labor organizers, reformers and revolutionaries roughly associated with the Iron syndicate. They seek to end the governmental body controlled by the party and establish a true democratic system. They also seek to end corporate control and power both over the government and there labor. They want to democratize the work place to create a true complete democratic nation and have complete control and say over there life's. They use both peaceful and violent means to achieve there goals. But largely use peaceful protests and civil disobedience in an attempt to gain popular sympathies and support. Their main weapon in the battle against repressive systems is the use of general strikes the closing and disruption of all work and supply chains. They feed the poor take care of the sick and support the laborers and workers, and seek to establish government bodies to do the same.   The High Spire: The High Spire is one of the original mages guilds. They were created to decipher the discoveries and research of the Seeree Empire after there defeat during the Wars of Enlightenment or the Enlightenment Wars. The High Spire and associated organizations are the main reason magic is so prevalent in modern times. They began the age of rationalization a time were new practices made the understanding and use of magic more efficient and consistent and increasing the applications of it. This has led to the industrial age the age of "iron" pursuits. Now the High Spire coasts off its former glory with little innovation or discoveries being made by its members. Though its members are powerful and experienced casters and weavers. Almost all of its members are Rationalizer mages who believe that magic and its laws will one day be completely discovered and understood.   Nobles/lords: Nobles or lords hold little power in modern day because the party has taken power and removed their power over governmental structures granted to them by the previous governmental body. The nobles/lords seek to get there inherited power, respect and control back and use what ever wealth or means to do so. They have been known to bribe there way into a party seat, pay the mob to terrorize or take out rivals. They use there wealth and power to obtain high ranking positions in the military as well as other organizations.   Mafia: Groups of organized crime syndicates who control the underworld of Arnarfell. There primary activities are gambling, loan sharking, drug-trafficking, prostitution, fraud as well as protection racketeering, solving disputes between other criminal groups and finally enforcing illegal transactions and agreements. They have influence over large parts of the city including over the militia/coppers, over business transactions, labor disputes, over smaller criminal organizations etc. Nothing happens in the city if it isn't first discussed with the Mafia family's. They seek to spread and take over other mafia territory as well as to expand upon the scope of there influence over larger portions of the city and government. Many of the Mafia families live in the castle district named for the high impassible walls and highly guarded and policed nature of the district. The castle district is the slums of the city home to the poor factory workers and laborers, as well as minority groups and the undesirables.   The Vagrant Lords: Influential members of the undesirables the wretched and unwanted in the city. They are lords in name only and don't have any true claim to the title. They protect and control the cities under class. There power comes from there knowledge and information "for the streets have ears and who would know more then the people who know them the best". The Vagrant Lords live in the depths of the city, in its forgotten passages and underbelly.   Arkon's Archers: A high end mercenary guild created by a dispossessed lord. They have a reputation for being honorable, professional, and trustworthy. Many of them are from foreign lands though this seems to only increase there versatility and efficiency. They are well trained and well geared and are professional in all matters. They are mostly used as private security for nobles/lords as well as for the wealthy. They are mostly rifleman with many trained in sharpshooting and urban warfare. It isn't known what the mercenaries want or what there leaders end goals are.

Architecture

With increasing attraction and interest in the new renaissance the age of innovation and reason , a speculative age starting towards the end of the age of Abandonment into the modern age. Roughly brought about by the court of pursuits, The Supreme Ministry of higher pursuits and other organizations which led the way for technological changes and developments starting towards the end of The Age of Abandonment through the modern age the The Age of Iron Pursuits or The Age of Pursuits. The age was a time were attitudes toward machines and automation through the use of Marionette units and dummy spirits were quickly changing. The period stressed innovations which led to industrial efficiency allowing for the mass production of advance technological resources. Allowing for the city to become completely modernized historical buildings were replaced by large modern structures. All architecture follow the Art Modern model of architecture and building styles. Characterized by the use of new materials and industrial methods, as well as innovations in new developments such as elevators and steel and mechanical components. The architects of the modern age built huge layered structures connected by roads and rail stations and a city wide power system developed using Karvends Chromanufactoms, and other such power/chroma generation methods. There styles emphasized the notion of movement and flow as well as limitless scale and scope, incorporating sharp edges strange angles, triangles, domes etc. All buildings are inter-connected high-rises made from steel, glass and concrete. looking like imposing titans with a looming ever watchful gaze over the city and its inhabitants.
