Defeating the Phernaci, a coalition of cities in the Sun Delta assert their independence, and establish a lose federation in Sunar's north.   Lead by the powerful city state of Sunas, the federation's main purpose seems to have been to dissuade any future attempts by Phernac to reconquer the region.

The fear of Phernaci retaliation would slowly see Sunas be given preeminence within the organization, in hopes of dissuading a reconquest, but this would in truth backfire spectacularly for the smaller cities within the federation. Seizing power within a few decades, Sunas' ruling monarch consolidated power and brought the federation under his authority, establishing a new order with Sunas at its top, and the other member states under in a tributary relationship.
