One generation after the earthquake, things have settled, and the ship was forgotten.

This is the point where a lot of history has been lost. With the Fergana out of reach, and with the intense focus on rebuilding and repopulating and strengthening the structure on the planet, the points of history shift away from awareness that the ship ever existed.   This is the moment when the laws are kept, but the charter behind it (and thus the purpose of the rules) is lost. Things get done because this is how things are done. The Therrans start to invent their own reasons for why these rules exist, and thus new interpretations arise. The scions become more separate as a population. Genetics are important, but no one really knows the rules behind the selected traits.   The intense focus on shoring up the Dome and making sure that people are safe is likely what eventually leads to the Sundering.
