This is when the majority of the modern rules concerning scions originate, codifying most of the prior decisions into law, including family structure for scions, and where they can live, and Evocation.


This is when, legally, scions are separated from society. The council attempted to foresee every contingency, predict every problem that someone might have with the system, and thus protect the system from collapse or difficulty.   This includes the idea of sending an older child to become a scion instead of automatically giving up the younger one. The idea is that a) the genetics of the younger one might be preferred by the computer, b) the child might be in a particular state of health that the parents would prefer the other one. (This last is supposed to mean that the younger child is frail and wouldn't thrive in an environment away from their parents, but mostly it's used as a reason to get rid of less healthy older children.)   It's also regulated as to who can become an Equivalent, especially when the counterpart is underage. The gender must match, and the age must be close. The computer does not select, but will offer up a list of those scions of the right gender and within a year of age of the Counterpart. In the case of fertility-related evocation, where a couple was unable to bear a child, the age is less precise, and must simply be an adult. If they're old enough, the decision is made to replace both with a younger scion couple selected based on genetic matching.
