Revolution of the Accords

The Accords were a step in the right direction, but nothing changed until after the war.
A History of the World, a Garruw historical treatise
  Asayo and Djemndarra Thyurnen were important figures, whose work on the Asayo-Djemndarra Accords was crucial to the future of Thaiterra. Without the carefully crafted peace between Weinadi and Garruw, we would have long since devolved into utter chaos and death. The people of the time seemed to understand that fact, and made great strides toward coexistence.   But the importance did not make it any easier to get past generations of prejudice, and it led to war.

The Conflict

Prelude

Some factions within the Garruw fell more and more into old habits of hunting (and occasionally eating) the Weinadi, which was expressly banned by the Accords. Others moved to stop them and were told by a number of those in power to let it go and allow a return to past habits.   They objected to this, particularly those who had lost family to the Weinadi attacks of retribution. Finally, they had enough and attempted a coup. The coup failed, but the leaders managed to escape, and started a revolution.

Deployment

The conflict lasted two years, and was a bloody war fought in the skies. In the second year, the Weinadi provided ground support for the Garruw seeking to maintain the Accords, which was one of the turning points of the war.

Historical Significance

Legacy

Outside of the leaders, it is currently understood that most of the Garruw involved on the side of the Predators genuinely believed that the intent of the other side was to completely destabilize the government and revolt against all of Garruw society, and that it had nothing to do with the Accords. So most of them were able to reintegrate with the other side. There were, of course, encounters, but on the whole, most people wanted reconciliation and a return to a just peace.   As a result of this war, the area of Agarruta Drei is the place in the world where the Accords are followed most carefully, and not just to the letter of the law, but actually in some cases fostering a genuine alliance with the Weinadi. Strength

They form the majority of Garruw in the region, and while most remain silent about it, almost all are ready for peace with the Weinadi and don't see the need to hound them as an inferior species. As such, they had that tentative alliance to rely on for additional help.
Most of the people currently in power counted to this ideology, which gave their side of the war effort a lot of infrastructure to draw on, as well as the implicit loyalty of those who weren't really paying attention to what was going on.

Objectives

To make sure that the Accords were followed, and eventually to completely restructure the local government to remove those who planned to hurt the Weinadi regardless.
To be able to continue to ignore "small" infractions against the Accords, and eventually to allow a slide back to the way things were before the Accords, where the Garruw were the apex predators and the Weinadi were cowed prey.
