Enetoi
Not to be confused with Anatois, a city in Pelagasia sometimes called "Anetoi".
Enetoi is the capital city of the Theorepublic of Enetoi, and the largest city in the world. It is the seat of both the theorepublic, and also of the Haugrkirk Emuna, making it the de facto capital of western civilization. Because of the phenomenal amount of trade conducted in the city, combined with the tithes paid to the Haugrkirk, Enetoi is the wealthiest city in the world by far.
It has a population of 4 million, spread over the four islands which comprise the city itself. These islands, simply called "Nord, Sud, Oost, and Wess" are named for the four cardinal directions. All trade is conducted on Sud, which consists of three districts: the Harbor, the Halls, and the Sticks. All religious affairs (including the location of the palace of the Metropolitan of the Haugrkirk) are conducted on Oost, which hosts the Colossal Palace of Enetoi and the Megabasilica of Enetoi, along with the Cardinal District and the Great God Bank. Civil affairs and the homes of the rich are located on Nord, which includes the districts of Habermand, Petris, and Simonia. The middle and working classes reside primarily on Wess, which includes the slums of the city. Because of its water-bound nature, the entire city is served by gondolas, which transport both people and goods. The Gondoliers Guild is considered the most powerful secular organization in the world due to its centrality in the city, and leaders from across Eirene have attempted to sway the favor of the Chief Gondolier of the guild to back their interests.
Lending of money is outlawed in the city except in Sud, even for private persons. Likewise, all trade except in food and clothing is prohibited outside of Nord, which results in contracts (for the sale of houses for instance) being drafted in one district, and then signed in another to comply with these byzantine laws. The complex network of ancient municipal laws (like the law prohibiting the presence of livestock on gondolas including even meat) and more recent theocratic laws (like the one against money lending) has resulting in the flourishing of the lawyer class in the city, such that across Eirene the term "Enetoian Attorney" means a person capable of navigating absurd complexity. So complex is the legal history of the city that when in 850 Metropolitan Petris I ordered the compilation of the laws of the city into a single codex, work was halted after 30 years when it was realized that such a proposition would be both nearly impossible to accomplish, and also effectively useless if achieved. Most criminals are charged with crimes in multiple levels of court and sometimes acquitted in one and convicted in another due to differing standards of evidence or method of trial. An offense like stealing may carry a punishment of penance in ecclesial court, lashing in a district court, and death in the municipal one.
The Harbor district of the city handles more cargo than any other location on Tessera, handling transactions daily of more value than the yearly revenues of most nations. The most traded good by far is Elfskiss, which accounts for 87% of all Elfkiss traded globally.
Enetoi was founded in 50 IB by Emperor-Metropolitan Iban Acacias as Colonia Enetum, one of the first five colonies constructed on the then-frontiers of the Imperion. It grew in importance after the collapse of the Western Berytusian Empire in the late 400s, becoming the sole possession of the Imperion left in western Eirene after the independence of Apannina in 556. It declared independence from the Imperion in 564, and the Imperion recognized its liberty only in 863. The Metropolitan of the Haugrkirk has been seated in the city since 715.
