Mayoral Triplet
A Mayoral Triplet is one person of the three people who make up a Mayoral Trinity.
Requirements
A Mayoral Triplet must be an Imperial citizen, and they must have the right to govern. An Imperial citizen gains the right to govern at the age of 16.
Appointment
The Mayoral Trinity is elected in a vote called a Colonial Vote. A Colonial Vote occurs every three years, but can also occur earlier if one or more Mayoral Triplets become unable to govern.
A Colonial Vote is a voting system where all citizens of a colony or settlement must vote for their three preferred Mayoral Triplets. If a citizen of the colony or settlement does not vote, they must pay a fine of 50 pex.
Each voter selects three citizens, which can be any three citizens of the colony or settlement holding the election. They write those three names down in a letter addressed to the Electoral Counting Commission, then all votes are collected and delivered by a single, heavily-guarded convoy. While one colony or settlement is holding a Colonial Vote, citizens from other colonies or settlements may also cast a vote (called an "attendant vote") if they wish. There is no punishment for a failure to cast an attendant vote.
When the votes are being counted by the ECC, a citizen receives three points for each vote in their favour, but they only receive two points for each attendant vote in their favour. After counting is finished, the three citizens with the greatest number of points are elected as the Mayoral Triplets who form the Mayoral Trinity.
Duties
It is expected that a Mayoral Triplet works to understand the needs and desires of their fellow citizens so that they may fulfil them.
Responsibilities
A Mayoral Triplet must sit with their fellow Mayors throughout the day, receiving requests for legal and financial action. They must all vote on whether or not they will accept the request, and a Mayor is not allowed to abstain from this vote. Attempting to abstain from such a vote will likely result in the Imperial Trinity forcing a Colonial Vote, or perhaps even removing the offending Mayor's right to govern.
Benefits
A Mayoral Triplet is paid 900 pex every year by the Imperial Trinity.
Grounds for Removal/Dismissal
The Imperial Trinity reserves the authority to call for another Colonial Vote at any time, for any reason. The Imperial Trinity also reserves the authority to remove or reinstate a citizen's right to govern.
If a citizen has had their right to govern removed, they cannot be voted for in a Colonial Vote. Any votes that do include their name will be ignored entirely, even if the other names included in the vote are valid.
