The Sanctioned Worship Guide

A simple document, handed to all visitors and inhabitants within the walls of the great city. The 4-page guide contains a comprehensive list of all the sanctioned forms of worship within the city, including a list of punishments for the various transgressions around the act of worship. By the mere presence of the document on one's person, it is assumed that they are thus aware of any and all transgressions they may commit. Simply put, the document serves as a waiving of rights for claims of innocent ignorance.
Conversely, crimes pertaining to improper worship or unsanctioned worship are often met with hostility from both the inhabitants and the local guard, often effecting arrest before any questions are asked regarding knowledge of the laws around worship. Although clearly treated with little tolerance, the majority of the inhabitants believe it is a necessary and fair system, especially given that most all of the forbidden forms of worship are akin to demonic ritualism. There are very few deities not mentioned in the guide, and those aware of the existence of others are often arrested and questioned upon grounds of forbidden knowledge.

Purpose

The leaders of the city were pressed to better organise the worship and spiritualism of the inhabitants, given that without proper guidelines petty squabbles could quickly turn to religious riots. As such, it was suggested that a document outlining the do's and don'ts of worship within the city be drawn up and handed out on every street corner. Initially met with some resistance, the idea was soon implemented to great effect. The people of the city seemingly calmed by the clarified parameters within which to explore their spirituality.
