Freecity of Highcliff
History
Highcliff became a Free City almost by accident. When the Earl of Highcliff died without an heir, Duke Highplain delayed in naming a successor. Seeing an opportunity, members of the Highwatch, most notably Jaxon Thorne, used this as a chance to stir up anti-monarchist feeling. As weeks went on with no leadership, the movement got more support amongst the middle classes. When the Duke eventually named a crony as the new Earl, rather than elevating a local, the citizenry rose up and drove the meagre contingent of soldiers out of the city. The new Earl escaped with his life but little else, and Highcliff declared itself free of Sutheria.
Since then, the parliament has been desperately trying to keep the city running. Duke Highcliff’s incompotence has helped and many elven merchants have kept up a supply of goods to the town. So far the experiment in democracy is stumbling along, aided by sympathisers in Sutheria. Unbeknownst to many, pirate captains have been gradually infiltrating Highcliff, looking for profit and a safe port to raid towns in the Bay of Souls.
