Free City Alliance

A small federation of nineteen uniquely different city/states in northeast portion of Melstrom, southern Hectara, and the Shattered Brine.  They have pledged allegiance to a mutual trade and defense pact which has been tested in the past.  Each city upon pledging to the pact must choose a driving emotion or state that drives the premise and goal behind the city, which will then be used as the cities name from then on.
