Diplomatic Document σ-τ-α is an official proclamation of the United Earth Nations.
While officially classified as DD σ-τ-α-9567, it is however often better known under another name :
The Treason Act.
Proclaimed on the eve of war with Selene it was a very dry communication compared to usual UEN Communication. This proclamation was sent to every human connected to EarthCom and was quickly followed by dramatic action from the UEN Governement.
Selenian High Council reaction was immediate and even more violent than UEN expected. While It was expected in UEN political circle that the proclamation would push the two powerfull nation to war, most admited to have expected a more formal approach to it.While Earth was trying to expulse all space born citizen in direction of Gaia Station, Selenian population quickly gathered weapons and any non believer where quickly vented through the airlock.
This included a fair portion of Martian born and/or Computer Chaos Club member. Even the mighty Sisterhood of Edda was forced to evacuate Selene.These actions where the starting point of both the First Selenian War and the long running hatred between Martians and Selenians.
In retaliation UEN started the orbital bombardement of Proxima Minor starting the war.
While Earth was at war with Selene, the proclamation had a profound impact on Mars. Since all terraforming station where property of UEN and most habitations where inside UEN controled dome, the proclamation was de facto a genocide order. The events that directly followed receiption of the Treason Act are still debated by martian historians. Most if not all UEN Commander applied the proclamation dutyfully and started moving forward with the de facto genocide. Martians owe their savaltion to the fact that both CCC and the The Sisterhood of Edda had massive infrastructure on the planet. Both member of the Consortium For Advancement of Humanity opened their door to martians and acted as noah's ark for the martian population. This prompted the ire of a few UEN commander who sent a contingent of Centurions to try force there way in said infrastructure. Their echec and the following Sisterhood counter attack prompted UEN commanders to scuttle there infrastructure before leaving for Earth.
The ensuing civil war between martian born and earth born and the dammage done to life sustaining system resulted in the death of nearly 2 millions people amounting for 34% of global martian population. Were it not for the Consortium help it is believed that all martians would have died.
In the following years, the Consortium helped Mars repair and assess Terraforming capability and build a governement : The United Martian High Command
