Great Hall of Thought

The Great Hall of Thought is the central government building of Azoria, from which the island is ruled and the Wardens are despatched to enforce the law and protect the realm.   Azoria is led by the Council of Mages, composed of the archmages who serve as Chancellor of each of the magical academies, and the leaders of the major magical guilds. In recent years, a few guilds which are not officially magical have gained sufficient influence to be granted a seat on the Council as well. Each representative in the Great Hall is known as an Archmagister, as distinct from archmages.   As the island is almost exclusively populated by those sensitive to magic in at least a minor degree, the Council are expected to serve the interests of every individual, not merely the major academies and guilds. Almost every Azorian can cast at least a few cantrips or hedge-magic rituals.   The Great Hall of Thought is a cross between a cathedral and an academy, with lecture theatres where the archmages discuss magical theory and philosophy with audiences, meeting rooms for their constituents to address them, offices where day-to-day business is carried out, and the Great Hall itself, where law and policy is debated.   The Great Hall is shaped like a large oval with one end flattened, and the Speaker for Magic is seated at the centre of the flatter side. He or she adjudicates debates and casts tie-breaking votes when necessary. The remaining representatives sit around the bowl-shaped curved edges. A gallery runs around the top edge, and any Azorian citizen or invited non-citizen is welcome to attend and watch discussions and votes. Blue-clad Wardens stand vigilant around the Hall and the gallery, and various defensive spells and wards lie dormant and ready to react.   Every college and guild which takes part in the law-making process is required to publicly state their formal position on every subject which comes up for vote. Every citizen over the age of sixteen is required to register their support for and affiliation with a particular college or guild - not necessarily the guild they are a member of or the college they attend - and this is the 'default' support the Archmagister of that college or guild receives when casting a vote for or against a proposition. For a particular vote, a citizen may formally change their support to another Archmagister who better reflects their intent on that subject.   If an Archmagister's overall default support drops below a certain percentage of the population, they have three months to regain the support of the population before they are formally expelled from the Great Hall, and their college or guild invited to appoint a successor. If a college or guild's representatives are expelled four times in two years, their organisation is deemed to not represent the will of the people, and its membership is withdrawn. It must prove it has sufficient support to petition for a seat in the Hall once again.
