Hyapalis

Hyapalis also known as the water palace. This settlement was brought forth and will continue to use the Valial oasis. The city lays ontop of a large plateau on, in the middle of the Zelfarin desert. There are two aquaducts from oasis that run straight to the palace. These aquaducts have been enhanced to let the water flow upwards along the stairs. The aquaducts are clearly visable for tourists to see if they have made the journey.   There are some people called Hyasway, who go one step beyond the normal clear water and provide the city with cildral. This water stays cool even under a blazing son. Some specilised Hyasway can give this water slight enhancing effects, for example: wisdom, movementspeed, precision of movement.   This water is what hyapalis is known for as well as its main export. This is sold by merchants that are called Purveyors of Aaru

Government

There multiple facets to this government. There are three main leaders that determine who the pharaoh is. The first one is of clan Saliba, who is in charge of the economics of the city and the hyasways. Clan Rebon looks out for the common folk that live within the city. The last is clan Figain who is in charge of the army.   The head of this city is a pharaoh. How the pharaoh is chosen is decided by the three clan leaders, the three clans need to be in unison of who the king will be. There are three clans so that if one is in dissagreement over the current/next pharaoh the other two can try to convince the last one to their side. Another unusual thing about this city is that being the son/daughter of the current pharoah doesn't mean you are next in line. Usually most pharaoh's educate/train their children to become a competent pharaoh, though if somebody appears who is also capable of becoming the pharaoh the son/daughter doesn't have an edge because of their heritage. Each of the clan leaders needs to objectively look at the situation and what is the best for the city without personal feeling getting involved.
