Informants on Spacers Row at Siskel Station say that he can usually be found in the following locations:

• drunk tank, Keren, Naboo
• his "portside hideout" (always a different temporary building near Kwilaan Starport, always owned by a fellow "legitimate business" entrepreneur, probably will get demolished and recycled in 2 standard weeks or less)
• Frundle's Cantina where he is not occupying a shadowy corner booth but he wishes he were cool and dangerous like that.

Try the third option in local evening, the first option in local morning hours, then poke around the second option in a group of at least four.
