According to records the Sanctuary was found by the Czerka corporation.  There seems to be enough data to place the ship within the Spadja system, the question is where. A question that Bly new.
You also found in the data the Bly was preparing to travel somewhere himself to investigate and had recently purchased a ship. 
It also shower that Bly had met with somebody in the Upper class district before visiting.
